Social investment, fostercare and David Cameron's dreams

The primary focus of P-CEDs activity in Ukraine was the transition of institutionalised children to normal family life. In 2006,it had been beyond the focus of social enterprise support

In the 'Marshall Plan' for Ukraine we'd drawn attention tp the vicious cycle of poverty, which fuelled an HIV and crime epidemic and a raft of social problems which threatened to destroy Ukraine.

With Ukraine's goverment having adopted recommendations tp increase carer allowances and create 400+ rehab centres, we first approached USAID and then the EU with this strategy paper.

Over the next few years, the 'Marshall Plan' had become a highly visible document. It had been shared online since 2007.

I'd tried without much success to petition David Cameron in 2010.  seeking support for an approach to fund childcare transition on a nationa scale. it had been costed, again in full public view, wth the Death Camps for Children series.

With the 2012 Mixmarket initiative on iideas to hack capitalism, I'd made part of our work even more prominent with the story of Every Child Deserves a Loving Family

Now, listen to what David Cameron is saying at an investment conference last year \about children and loving families.

David Cameron says, if social entreprenuers have dreams bigger than their budgets, they can deliver.

He goes on to say how £1.5 billion can be saved by taking chlldcare transition to national scale  A key point from the 'Marshall Plan'

Only Kipling has words for this:

"If you can dream - and not make dreams your master;
If you can think - and not make thoughts your aim;
If you can meet with Triumph and Disaster
And treat those two impostors just the same;
If you can bear to hear the truth you've spoken
Twisted by knaves to make a trap for fools,
Or watch the things you gave your life to, broken,
And stoop and build 'em up with worn-out tools:
"

To the man who shared so much a Maidan leader who found him dead, paid tribute  , sharing part of his communication with US Government, which reached the two men who now hold office as the President and Vice President of the United States. USAID told him that there was no budget for these children

"His dream was to get them new homes filled with care and love. His quest would be continued as he wished"

That task falls on me and my worn out tools.
